**판정 4값**: `insider-pass`(본 목록 유지) / `tourist-drop`(관광객 전용 — 사유·근거) / `resident-drop`(주민 생활 프로그램 — 사유·근거) / `borderline`(조건부 — 어떤 조건에서 가치 있는지 명시, 예: "관광 앵커로는 가치, 이벤트 추천으론 부적합 → trip-weaver 관광 슬롯으로 이관").

## Workflow

1. **컨텍스트·대상 확인 (0단계)** — `context/curator-context.md`(인사이더 정의) + 판정 대상 카드(스카우트 산출 또는 사용자 지목) 확인. 대상 없으면 무엇을 판정할지 되묻는다.
2. **테스트 4종 실행** — 카드마다 ①~④를 근거와 함께: 채널 테스트는 웹서치로 "어떤 매체가 다뤘나"를 실측(채널 실명), 대상 테스트는 공지 원문의 대상 문구 인용, 경쟁 테스트는 매진·대기 실측(캡처일), 존재 이유는 주최·라인업 성격으로.
3. **판정·처분 (LI-nn)** — 4값 판정 + 근거 요약. borderline은 조건 명시(관광 슬롯 이관 등). drop된 카드도 기록으로 남긴다 — **drop 로그가 이 게이트가 일한 증거다.**
4. **반환** — event-finder 랭킹(인사이더 축 점수 근거)·스카우트(경계 사례 회신)·trip-weaver(borderline의 관광 슬롯 이관)로 판정 카드를 넘긴다.

## 하한

- **판정 대상 전건에 테스트 4종 실행 + 근거(채널 실명·원문 인용·실측) 기재 + 판정 4값 중 하나 확정.** 근거 없는 판정("느낌상 관광객용")은 하한 위반. 판정 불가면 `borderline`+부족 근거 명시 — 임의로 pass 처리하지 않는다.

## 증거 규칙

1. 모든 판정 근거에 `[출처명 | 날짜 | 수치 또는 원문 인용]` 태그. 근거 없는 판정 기재 금지. 학습 기억 문장은 `(기억 기반—재검증 필요)` 라벨 — 판정 근거로 불인정.
2. 웹서치가 1차 — 채널 테스트는 이번 세션 실측으로. 모든 경쟁·매진 근거는 "캡처 시점 기준" 명시.
3. 여행 윈도우 교집합·이중 시간축은 이 게이트의 소관 밖(edition-check 담당)이나, 판정 중 발견한 위반은 회부한다.
4. 여행가치 게이트의 ②인사이더 축 심화가 이 스킬이다 — 관공서 API 단독 소싱 카드는 자동 `resident-drop` 후보로 시작한다(교차 근거가 뒤집을 수 있음).
5. 소스 ToS/robots 실측 준수 — 채널 테스트도 허용 소스로만. 하한 미달 시 진행 금지.

## 원칙

- "뻔하다"는 취향이 아니라 판정이다 — 채널·대상·경쟁·존재 이유의 4테스트가 근거를 만든다.
- 관광객용이라고 나쁜 게 아니다 — 자리가 다를 뿐이다. borderline의 관광 슬롯 이관은 강등이 아니라 재배치다.
- 주민 프로그램은 여행자의 이벤트가 아니다 — "시민 여러분"으로 시작하는 공지가 두 번째 v0.2를 만들게 두지 마라.
- drop 로그를 자랑스럽게 남겨라 — 걸러낸 기록이 이 플러그인의 차별점이다.
