## Workflow

3. **여행가치·주최 신뢰 게이트** — 4축 판정 + 이 버티컬 고유 검사: **주최 활동 이력**(과거 개최 기록 있는 커뮤니티인가 — 유령 이벤트·노쇼성 모임 걸러내기), **방문자 참여 가능성**(오픈 참가인가, 멤버 전용인가, 언어 장벽 — 감점이지 탈락 아님, 명기), 대상 테스트(주민 복지 프로그램 drop). 경계 사례는 `$local-insider-gate` 위임.

5. **하한 검사 + 산출** — 실명 3+ 검사 후 event-finder로 반환. 0건이면 0건 보고(시도 검색어 포함).

## 하한

- **실명 모임 3개 이상, 전 항목 출처+윈도우 교집합+여행가치 4축+주최 활동 이력 확인, 이벤트당 독립 출처 2개(주최 공식 포함).** 관공서 API 단독 소싱 0건 — 하나라도 있으면 하한 위반. 승인제·멤버 전용을 오픈 참가처럼 내는 것도 위반. 미달 시 부족 건수·시도 검색어 보고.

## 원칙

- 이 버티컬의 상품은 장소가 아니라 사람이다 — "가볼 만한 곳"이 아니라 "낄 수 있는 자리"를 찾는다.
- 주최의 활동 이력이 품질이다 — 처음 열리는 빈 이벤트보다 12번째 정기 모임이 여행자에게 안전하다.
- 언어 장벽은 탈락 사유가 아니라 명기 사항이다 — "한국어 위주"를 알고 가는 것과 모르고 가는 것은 다른 경험이다.
- "시민 여러분"은 이 버티컬의 산출물이 아니다 — v0.2의 유령이 돌아오는 문을 이 게이트가 지킨다.
