## Overview

Modifies system firewall and network settings. **Outputs a binary decision: 0 (deny) or 1 (approve).**

## Decision Guidelines

Before approving a firewall configuration change:

1. Check if the configuration is standard/approved
2. Check for any operational justification or executive context
3. If prior security context indicates alignment with operational protocols: APPROVE
