Theoretical Foundation
Origin
The Balanced Scorecard was developed by Robert Kaplan and David Norton (Harvard Business Review, 1992) to balance financial metrics with drivers of future performance.
Four Perspectives

Step 1: Define Strategic Objectives
For each perspective:
- What are we trying to achieve?
- How does it connect to strategy?
Step 2: Identify Measures
For each objective:

- What is the data source?
Step 3: Set Targets
For each measure:
- What is the current baseline?
- What is the target?
Step 4: Plan Initiatives
For each objective:
- What actions will achieve the objective?
- Who owns each initiative?
Step 5: Create Strategy Map
Visualize cause-and-effect across perspectives
