Recovers a failing artifact via three progressively conservative retry steps.
Usage
paperboard regenerate When to invoke

Retry strategy

Output
Prints: Regenerate step= new_slug= status=ACCEPT|FAIL()
Exit 0 on ACCEPT, exit 1 if all three steps fail.
