Consolidating Project Memory
Core principle
Classify information into active, task, project, or archive tiers. Select fresh memory by tier priority and request budget. The runtime owns deterministic scope, coverage, policy, and evidence checks; the agent owns only the judgment that cannot be reduced safely to code.
Do not activate when
- ephemeral reasoning has no future decision value
- the source artifacts are currently invalidated
