Roadmap and state are resolved in-workflow via init phase-op and targeted tool calls.
Follow the add-phase workflow from @$HOME/.claude/cds-workflow/workflows/add-phase.md.

- Roadmap existence checking
- Current milestone identification
- Next phase number calculation (ignoring decimals)
- Slug generation from description
