Invocation

[--start-date YYYY-MM-DD] [--end-date YYYY-MM-DD] \
[--aws-account-id 123456789012]--end-date is exclusive — the window ends the day before it. For a full month, pass the first of the next month (a July window is --start-date YYYY-07-01 --end-date YYYY-08-01); an end date of the 31st silently drops that day.
Surface
- The active tenant, which the CLI prints on stderr
- Any month with a swing over 10 percent — call it out explicitly
