一、上架范围决策（5 分钟决策）
新项目第一步必问用户：目标市场是哪些？按下表决定加载哪些 skill：

五、详细 bootstrap
新项目从 0 启动时，按 templates/project-bootstrap.md 执行 8 步 + 7 个里程碑（M1-M7）。本 SKILL.md 仅做路由决策；具体 milestone DoD、构建命令、决策点表都在 templates 文件里。
