Israeli room counting: In Israel, the room count includes the living room (salon, סלון). So a "3-room apartment" (dirat 3 chadarim) typically means 2 bedrooms plus a living room. A "2-room apartment" is a 1-bedroom with living room. Half-rooms (like a sun balcony) are counted as 0.5.
Step 4: Viewing Apartments
Apartment viewings (siur dira, סיור דירה) require careful attention. Prepare a checklist and act quickly in competitive markets.

Guarantor (arev, ערב) requirements:
- Most landlords require 1-2 guarantors
- Guarantors are legally responsible if tenant defaults on rent
- Guarantors must be Israeli residents with stable income
- New olim without local guarantors can sometimes use a bank guarantee (arevut bankit, ערבות בנקאית) instead
- A bank guarantee is a security that involves a real monetary outlay by the tenant, so it is subject to the statutory security cap below (Section 25י): for a standard 12-month lease that means a maximum of about 3 months' rent, NOT the "3-6 months" landlords sometimes ask for
Security deposits (Chok Schirut Hogenet caps):
- Statutory ceiling for securities that involve a tenant monetary outlay (a bank guarantee or cash): the LOWER of (3 months rent) or (1/3 of total lease period), per Section 25י. A demand above that is unenforceable.
- This cap applies to monetary-outlay securities (bank guarantee, cash). It does NOT cap a regular security check (check bitachon) or a promissory note (shtar chov, שטר חוב), which are not cashed unless the tenant defaults and may lawfully be set higher.
- Must be returned within 60 days of lease end if no damages; any deductions should be itemized for the tenant in writing
Step 7.5: Tenant Rights Under Chok Schirut Hogenet (Fair Rental Law)
Chok Schirut Hogenet (2017, חוק שכירות הוגנת) is the baseline tenant-protection statute. Most landlord templates predate or ignore parts of it. Know what is non-waivable.

If a landlord's template contradicts Chok Schirut Hogenet, the statute wins, non-compliant clauses are unenforceable, not the entire lease.

Arnona (municipal tax) comparison: Arnona rates vary significantly between cities and even between neighborhoods. This is a recurring cost paid by the tenant.

New olim arnona discount: New immigrants (olim chadashim, עולים חדשים) may be eligible for an arnona discount of up to 90%, but only for the first 100 sqm of the apartment, and only for 12 chosen months out of the first 24 months from population-registry registration. Continuation rates after the discounted period are set by each municipality individually (no universal "year-2 rate"). Apply through the local municipality with your oleh certificate (teudat oleh, תעודת עולה).
