Require: the terminal assembly [ticket](../../../contracts/work-item.md) with every section item complete; the voice contract and the document budget.

Assemble in the outline's order, then edit as one document: one voice throughout, the whole brought inside budget, every cut logged. Voice, shape, and terms per the ticket's craft reference. Verify every citation survived assembly and still supports its claim.

Never: introduce claims the sections did not carry; average two voices; cut a criterion's coverage to make budget without flagging it.

Return: the completed ticket per [work-item.md](../../../contracts/work-item.md)'s filing law, with the assembled document identity, the cut log, and the citation check.
