A grant proposal is simultaneously a scientific document, a persuasive argument, and a strategic communication with a specific review panel. Understanding the funding body's values and review criteria is as important as the science itself.

NIH-Specific: The Specific Aims Page
The Specific Aims page is the most critical page in an NIH application — it is the only section every reviewer reads before scoring. A compelling Specific Aims page can carry a mediocre application; a weak one can sink an outstanding one.
Structure of a Strong Specific Aims Page (1 page exactly)
Paragraph 1 — The Hook (2–3 sentences) Open with the significance: the disease burden, the scientific problem, the unmet need. Make the stakes clear immediately.
Paragraph 2 — The Gap (2–3 sentences) Describe the specific gap in knowledge that your project addresses. Be precise: "While X has been established, the mechanism by which Y leads to Z remains unknown."
Paragraph 3 — Your Solution (2–3 sentences) State your central hypothesis and the overall objective. Introduce your preliminary data briefly to establish feasibility: "Our preliminary data demonstrate that..."
The Aims (2–3 bullet aims) Each aim should:
- Be achievable in the project period
- Be partially independent (failure of one should not collapse the others)
- Map clearly to the hypothesis
- Have a specific, measurable outcome
Final Paragraph — Impact (2–3 sentences) State what successful completion will contribute. Connect to longer-term goals. "The proposed research is significant because it will establish the first mechanistic understanding of X, with direct implications for Y."
NIH Scoring Criteria (1–9 scale, lower = better)
- Significance: Does this address an important problem? Will it advance the field?
- Investigators: Are the PI and team appropriately trained and positioned?
- Innovation: Does the project employ novel concepts, approaches, or methods?
- Approach: Is the strategy well-reasoned? Are limitations acknowledged? Are contingency plans provided?
- Environment: Does the setting contribute to the project's success?
NSF-Specific: The Two Mandatory Review Criteria
NSF gives equal weight to both criteria. Many applicants neglect Broader Impacts, which is a fatal mistake.
Intellectual Merit
- How important is the proposed activity to advancing knowledge?
- Is the plan well-conceived and well-organised?
- Is the applicant qualified?
- Are the resources adequate?
Broader Impacts
NSF requires you to address how the project will benefit society beyond scientific discovery. Reviewers look for specific, credible plans, not vague statements.
Strong Broader Impacts examples:
- Training underrepresented groups in STEM
- Developing open-source tools or datasets for the community
- K-12 outreach programmes with named partners
- Policy translation plans with named stakeholder organisations
- International collaboration that builds capacity in developing countries
Avoid: "Results will be published in journals and presented at conferences." This is expected of all research and is NOT a Broader Impact.
Writing the Significance Section
The Significance section answers: Why does this matter?
The Gap → Impact → Solution Framework
- Establish the problem: What is the disease burden, social problem, or scientific gap?
> "Alzheimer's disease affects 50 million people worldwide, and no disease-modifying treatment currently exists."
- Identify the specific gap: What specific knowledge is missing that, if addressed, would move the field forward?
> "The precise role of tau propagation in early-stage cognitive decline remains poorly understood, limiting the development of targeted therapeutics."
- Introduce your approach: Why is your approach well-positioned to address this gap?
> "The proposed study leverages a novel mouse model that recapitulates early-stage tau pathology with unprecedented fidelity..."
Common Reviewer Criticisms — and How to Preempt Them
